Born in Dodge City, Kansas, Cromwell grew up enjoying his experience of nature, especially the banks of the Buckner Creek where he watched and caught fish. He earned his B.Sc. in Fine Art at Fort Hays Kansas State College (1961), his M.F.A. at the University of Northern Colorado at Greeley (1962), and his Ph.D. in Art Education at the University of Oregon at Eugene (1971). Cromwell taught art at a Boise, Idaho junior high school (1962) before teaching at the University of Calgary (1971 - 1999). He served as Head of the Department of Art (1979 – 1982) and retired as Professor Emeritus (1999). He undertook artist residency while sailing for fifteen days from Nome, Alaska to Prince Rupert aboard the Society Explorer of Society Expeditions Cruises, Inc.

Cromwell’s watercolours are typically landscapes, employing colour, washes, and transparencies in traditional ways; his drawings range in subject and occasionally employ humour. His work has been exhibited across Canada and the U.S., and in India for an exchange exhibition (1986); the visual record of his time aboard the Society Explorer became the exhibition The Artist at Sea (1986). A range of private and corporate collections house his paintings. Cromwell continues teaching through watercolour and drawing workshops; he’s an active member of the Alberta Society of Artists, which he also served as president for two years following his retirement from the University of Calgary.
